Summary: Include generated HTML docs into release tarballs

Initial Comment:
I think auto-generated HTML docs should be added to release source packages. Reasons:

  1. On-line documentation always points to trunk, but it can change from version to version (e.g., 1.0.x requires separate documentation)
  2. Sometimes it’s convenient to have off-line docs, and their generation from source tree requires doxygen, dockbook, graphviz
