There was a previous discussion - all the various Python scripts are not bundled by default. (They’ll be available as downloads.)
Not sure why the plugin list is not accessible on Windows right now - probably a change in the OpenSSL versions.
The pyPept plugin should already be available as a downloadable plugin, thanks to @Dhruv_J - Peptide Generation script using PyPept
