Draft of 0.2 release notes

I wrote up a draft of the 0.2 release notes:

There’s a pretty good pile of improvements over the last few months.
I’m hoping this week, we can also put together some screencasts and
tutorials showcasing how to use the new tools, do common tasks, etc.

We depend on Qt 4.3, not 4.2. I seems I forgot my login name, thus I didn’t
change it.
