How and where can I download the English version? Do I’ve to tell Windows (W7) that I’m in England?

You already have the English version. I haven’t used Windows in a while – there should be a “Language” control panel or something which allows you to set the order in which languages are used.
Alternatively, if you go into the Avogadro file (e.g., C:\Program Files\Avogadro) there’s a directory with all the translations (.qm files). You can delete all of these, and English will be used as the default.
